COVID-19 INFORMATION

Due to the COVID-19 virus and public health concerns:

ELGIN CITY HALL will be conducting business by telephone ONLY. 563-426-5998 or 563-412-8922.

The ELGIN PUBLIC LIBRARY will be closed until further notice.
We apologize for any inconvenience this may cause, but feel this is the best to satisfy the safety of the entire community.

DOTZY’S is closed until further notice.

VALLEY FRESH MARKET will continue to operate as normally as possible.

Jeff Marcks with VOLGA RIVER REALTY will still be showing property using recommended procedures directed from the NAR.

HILGERSON TAX SERVICE will be open by appointment only.

ARCTIC IMAGES will still be available for outdoor photo shoots.

TORKELSON MOTORS will operate as usual.

Due to the Governor of Iowa declaring a State of Public Health Disaster Emergency the First Judicial District will adhere to the Department of Administrative services COVID-19 FAQ issued March 12, 2020, 1:30 p.m.  You may access this language at: https://das.iowa.gov/human-resources  the document is identified as DAS-HRE Frequently Asked Questions document related to COVID-19. 
Regarding leave for the care of children who have been dismissed from school and/or family leave please see the “Leave Usage” page, question and answer number “Q12/A12”.  It allows for employees to use sick leave for the care of your children.  
Additionally, question and answer to Q11/A11 also addresses employees who have exhausted all forms of paid leave.  They may be advanced up to 80 hours of sick leave. The hours advanced shall be recouped each pay period after the 80 hours was requested until the balance is back to zero. If the employee does request to advance up to the 80 hours, this may impact their ability to use sick leave for other purposes prior to the balance accruing past zero. Employees may also request unpaid leave.  If you are out of leave, there are possibly additional resources available in the form of unemployment.  Please see    https://www.iowaworkforcedevelopment.gov/  for more information.
